Education and Knowledge
- Bachelor’s degree in mechanical engineering or equivalent.
- Familiar with project management principles and project execution.
- Fair knowledge in relevant law and statutory requirements for power plant construction and operation.
- Possesses a comprehensive understanding of power plant engineering design principles and the ability to develop/evaluate technical specifications.
- Familiar with power plant design and engineering with relevant standards specifically in hydro plant.
- Demonstrates expertise in hydro project lifecycle management, encompassing all phases from planning and execution to successful closure.
- Possesses a strong working knowledge of power plant technologies, operation, and maintenance (O&M) requirements, and relevant industry regulations and best practices.
Experience Requirements
- Minimum five (5) years of working experience with preference at least three (3) years in any project management roles.
- Deliver project outcomes within budget, schedule, and quality parameters.
- Ensure strict adherence to all applicable laws, regulations, and industry standardsthroughout the project lifecycle.
- High degree of understanding of plant PPA/SLA, contracts, and agreements withvarious parties
- Consistently exceed stakeholder expectations and deliver substantial returns oninvestment.
- Achieve a zero-incident safety record and minimal environmental impact throughoutthe project lifecycle.
- High degree of understanding on Power Plant Project Management
- Excellent understanding of commercial & financial expectations and regulatoryrequirements for project management
- Project completed with zero defects and any abnormal findings during warrantyperiod.
Accountability & Responsibility
- To be seconded to the Owner’s Engineer throughout project execution until project achieving Commercial Operation Date (COD). Consolidate and analyze resource requirements to achieve project goals, milestones, and deliverables.
- Manage the engineering review of Mechanical Balance of Plant (“BOP”) equipment / systems, to ensure compliance with TNB standards and industry best practices.
- Review and approve construction / technical documents related to Mechanical BOP works, together with Owners Engineer.
- Supervise and monitor the execution of Mechanical BOP works by contractors, ensuring smooth implementation of Mechanical BOP works in accordance with the contract specifications and project requirements, manage changes, variances and contingencies that arise during the execution.
- Assess contractors' construction programs and verify physical progress through systematic reviews.
- Enforce compliance with contract and project requirements by issuing notices for minor deviations, Non-Compliance Reports (NCRs) for significant deviations, and clear site instructions to address ambiguities.
- Proactively resolve disputes and review and evaluate change order requests to ensure compliance.
- Participate in Factory Acceptance Tests (FATs), Site Acceptance test, Safety Assessment, Inspection Plans, and closely monitor critical tests related to Mechanical works to ensure compliance with project quality and standards.
- Verify and monitor contractors' work progress, issue corrective actions for deviations, and ensure alignment with contract timelines and quality expectations.
- Validate progress payments for consultants and contractors based on verified deliverables and compliance with agreed schedules.
- Implement and review risk control measures to mitigate risks related to Mechanical BOP works.
- Coordinate a comprehensive pre-handover inspection to identify and document all Mechanical defects (punch list items) especially for Mechanical BOP. Throughout the warranty liability period, ensuring that contractors take timely corrective action to address all identified defects.
- Collaborate with the project team to prepare comprehensive project completion reports for Mechanical BOP, including as-built drawings, and ensure the timely approval of all required technical documentation.
- Coordinate and consolidate the information for the handing over process of the project technical portion to the O&M partner (i.e. Asset Operation & Maintenance and TNB REMACO) and supervise the required training to the O&M personnel.
- Coordinate the handing over of the plant technical portion, passing the documentation to the O&M partner, close of contracts, releasing staff and equipment.
- Ensure strict adherence to all internal HSE policies, guidelines, and procedures. Create and maintain a safe and conducive work environment. Promptly report any unsafe acts or conditions through the HSE wallet.
- Maintain and review periodically elements of GenCo Integrated Management System (ISO 14001, ISO 45001, ISO 55001, ISO 27001, ISO 9001) and other management system standards based on roles and functions as and when required to meet the ISO standard requirements.
