Education and Knowledge

  • Bachelor’s degree in engineering (Civil, Mechanical , Electrical) or equivalent from universities recognised by the Government of Malaysia (Jabatan Perkhidmatan Awam (JPA) / Malaysian Qualifications Agency (MQA) / Engineering Accreditation Council (EAC) / Engineering Technology Accreditation Council (ETAC).
  • A strong understanding of project management methodologies (e.g., Agile, Waterfall, PRINCE2, PMP).
  • Proficiency in various scheduling techniques, such as Critical Path Method (CPM), Program Evaluation and Review Technique (PERT), and Gantt charts.
  • Understanding of power plant engineering design principles and the ability to develop/evaluate technical specifications.
  • Demonstrates expertise in hydro project lifecycle management, encompassing all phases from planning and execution to successful closure.
  • Demonstrates strong analytical skills to deconstruct complex project activities, identify improvement opportunities, and implement process optimization methodologies.
  • Proficiency in financial principles, budgeting, cost analysis, and the ability to assess the financial implications of project operational decisions.
  • Possesses a strong working knowledge of health, safety, and environmental (HSE) regulations applicable to all project execution stages.

Experience Requirements

  • Minimum eight (8) years of relevant working experience, preferably with at least four (4) years in the planning and scheduling of major construction projects. Experience in
    hydropower or pumped storage hydropower projects will be an added advantage.
  • Proficient in project scheduling software such as Primavera P6, Microsoft Project or equivalent.
  • Sound knowledge of project planning and scheduling principles, including work breakdown structures (WBS), critical path method (CPM), resource loading and
    baseline schedule development. 
  • Good understanding of schedule risk identification, assessment and mitigation techniques.
  • Good understanding of change management processes and their impact on project schedules.
  • Experience in developing, maintaining, monitoring and analysing project schedules throughout the project lifecycle.
  • Experience in resource planning and schedule optimisation to support timely project delivery.
  • Experience in assessing the schedule impact of changes to project scope, schedule or budget.
  • Experience working with Owners' Engineers, consultants, contractors and other project stakeholders throughout the project lifecycle would be an advantage.
  • Strong stakeholder management, communication and problem-solving skills, with the ability to coordinate and resolve complex scheduling issues among multiple
    stakeholders.

Accountability & Responsibility

  • Develop, maintain and update integrated project schedules using Primavera P6, Microsoft Project or equivalent scheduling software.
  • Prepare detailed project schedules, including work breakdown structures (WBS), activity sequencing, durations, dependencies and resource allocation.
  • Develop and maintain the project baseline schedule, ensuring alignment with project objectives, milestones and approved execution plans.
  • Identify critical path activities, schedule constraints, bottlenecks and potential delays, and recommend appropriate mitigation and recovery measures.
  • Monitor project progress against the approved baseline schedule and analyse schedule performance.
  • Prepare periodic progress reports, schedule updates, forecasts and project dashboards for management and stakeholders.
  • Evaluate the schedule impact of project changes, variations and unforeseen events, and recommend appropriate schedule adjustments.
  • Coordinate with project teams, consultants, contractors and relevant authorities to obtain schedule inputs and ensure consistency across all project activities.
  • Integrate individual contract schedules into a master project schedule and maintain schedule integrity throughout the project lifecycle.
  • Monitor resource utilization and recommend optimization strategies to support timely project delivery.
  • Identify and assess schedule-related risks and develop contingency and recovery plans.
  • Facilitate planning and schedule review meetings and provide scheduling advice to project management.
  • Maintain accurate project scheduling records, documentation and reporting in accordance with project requirements.
  • Support project controls activities, including progress measurement, forecasting and schedule performance analysis..
  • Ensure compliance with all Health, Safety and Environment (HSE) policies, procedures and guidelines. Promote and maintain a safe and conducive work environment, and promptly report any unsafe acts, unsafe conditions or incidents through the HSE Wallet..
