Education and Knowledge
- Bachelor’s degree in Electrical / Mechanical Engineering or equivalent recognised by the Government of Malaysia (Jabatan Perkhidmatan Awam (JPA) / Malaysian Qualifications Agency (MQA) / Engineering Accreditation Council (EAC) / Engineering Technology Accreditation Council (ETAC)).
- Master in Business Administration / Engineering Management or equivalent fieldswould be an advantage.
- Possesses a strong understanding of power plant operations, maintenance, andemergency response management.
- Possesses a strong foundation in power purchase agreements (PPAs), generatinglicenses, and service delivery requirements.
- Fair knowledge in relevant law and statutory requirements for power plant operation.
- Possesses extensive knowledge in plant operations, outage management, plantperformance optimization, commercial activities, risk management, and stakeholderengagement.
Experience Requirements
- Minimum eight (8) years of working experience with preference at least five (5) years in plant operation and maintenance activities.
- Possesses experience in managing power plant operation and handling in accordancewith PPA/SLA, license conditions and service delivery requirements.
- Possesses experience in managing commercial and outage matters with Grid SystemOperators (GSO) and Single Buyers.
- Experience in dealing, communicates and collaborates with a diverse range of internaland external stakeholders.
- Excellent track record in managing plant commissioning activities and implementingstrategies to minimize outage durations.
- Strong ability to conduct in-depth analyses of plant performance, identify performance gaps, and recommend effective control measures to optimize operations.
- Strong risk management capabilities, effectively identifying, assessing, and mitigatingoperational risks.
- Effective communication skills, with the ability to work collaboratively with cross-functional teams, including operations, maintenance, engineering, and management.
- Possesses a strong understanding of Reliability Centered
Accountability & Responsibility
- Ensuring strict adherence to all relevant maintenance policies, O&M manuals, benchmarking practices, and regulatory requirements to optimize plant operations.
- Develop and regularly review operation procedures, guidelines, and operational log sheets/check sheets to ensure alignment with current best practices and industry standards.
- Collaborate with the maintenance team to identify and recommend appropriate corrective actions in response to plant issues, making informed decisions based on available data.
- Conduct ongoing monitoring and evaluation of preventive and corrective actions related to Operation section including lesson learnt to ensure higher plan availability, reliability, and proactive issue resolution. Use the collected data to drive continuous improvement initiatives.
- Monitor all planned and unplanned outages in OSSC, conducting thorough Root Cause Analyses (RCAs) to identify underlying issues and implement preventive measures to prevent future occurrences.
- Collaborate with the Station Maintenance team and relevant HQ Department team to develop comprehensive Annual Outage Plans and detailed outage programs in accordance with CAAT. Secure necessary approvals from the GSO.
- Regularly review the approved annual outage plan from GSO, making necessary adjustments as needed.
- Lead the commissioning team in developing detailed commissioning programs and execution stage for all major outages, ensuring compliance with specified service delivery and Grid Code requirements.
- Maintain data integrity to ensure accurate and timely preparation and submission of commercial billing / invoice to the Single Buyer within agreed timelines.
- Regularly assess plant performance against PPA requirements and KPIs, identifying areas for improvement and implementing effective corrective actions.
- Ensure that plant performance reports and commercial billing are prepared and submitted to relevant stakeholders within the agreed-upon timelines.
- Serve as a Risk Coordinator, responsible for implementing the TNB Risk Management Framework at the station level.
- Serve as a resource person to manage overall plant security services, including performance reviews and related audits.
- Manage annual budget budget life cycle for OPEX and CAPEX, ensuring optimal allocation and effective use within specified timelines.
- Develop and implement comprehensive On-the-Job Training (OJT) programs to ensure that all operations personnel receive necessary training and are adequately skilled.
- Ensure the timely closure of all recommendations arising from technical assessments, audit findings, MBWA outcomes, or other initiatives related to Operation.
- Ensure strict adherence to all relevant laws, statutory requirements, internal guidelines, procedures, and industry best practices, implementing necessary control measures to maintain compliance.
- Demonstrates full commitment to HSE principles, fostering a safe and conducive work environment, and ensuring strict adherence to all HSE procedures and internal guidelines.
