Education and Knowledge
- Bachelor’s degree in health, safety, and environment, any engineering fields or equivalent. from universities recognised by the Government of Malaysia (Jabatan Perkhidmatan Awam (JPA) / Malaysian Qualifications Agency (MQA).
- Registered as Safety and Health Officer (SHO) with DOSH and valid Orang Kompeten (OK).
- Registered as Certified Environmental Professional Officer in EIA Project Development (CEPEOEIA) with DOE.
- Certified as CDM Professional or CDM Coordinator as per DOSH’s CWDM Reg. 2024.
- Certified as Train the Trainer (TTT) from NIOSH, HRD Corp or equivalent.
- Certified as Emergency Response Team (ERT) and Basic Occupational First Aid, CPR and AED.
- Certified as Lead Auditor for ISO45001 and ISO14001.
- Certified as Authorized Entrant and Standby Person for Confined Space (AESP).
Experience Requirements
- Minimum of ten (10) years of progressive experience in a dedicated HSE management role within large-scale construction projects is typically required.
- Proven track record of successfully developing, implementing, and managing HSE programs.
- Demonstrated ability to foster a strong safety culture and promote HSE awareness among all personnel.
- Hands-on experience in investigating accidents, near misses, and other incidents environmental, conducting root cause analysis, and implementing effective corrective actions.
- Experience in maintaining accurate incident records and preparing detailed reports for management and regulatory bodies.
- Extensive experience in conducting regular HSE inspections, audits (internal and external), and identifying non-compliance or unsafe conditions/practices.
- Experience in carrying out HSE audits on sub-contractors.
- Experience in dealing, communicates and collaborates with a diverse range of internal and external stakeholders.
- Proven experience in ensuring strict adherence to health, safety, and environmental regulations and industry best practices.
- Practical experience in performing risk assessments including HIRADC, developing mitigation strategies, and reviewing/approving risk assessments.
Accountability & Responsibility
- Demonstrates full commitment to HSE principles, fostering a safe and conducive work environment, and ensuring strict adherence to all HSE procedures and internal guidelines. Provide expert advice and guidance to IM, Project Manager / Owner’s Engineer on OSH and Environmental matters.
- Conduct periodic evaluation of compliance to the relevant regulatory and project requirements with proper mitigation measures. Formulate and execute HSE plans aimed to prevent accidents at workplace and minimize environmental impact from the project activities.
- Ensure HSE monitoring program effectively implemented, including approved EIA, COA and EMP. Coordinate data collection, analysis, and reporting.
- Facilitate communication with key regulators (i.e. DOSH, DOE, BOMBA etc.) or any relevant subject matter experts and ensure compliance with all necessary permits and license requirements for the entire lifecycle project.
- Plan and conduct regular HAZOP studies / HIRADC to identify and assess potential hazards and project risks. Implement effective control to mitigate the risks.
- Develop, execute and regularly review HSE induction, competencies, and awareness programs for all key stakeholders for the project.
- Plan and execute routine HSE inspections / audits, regularly identifying unsafe acts and conditions. Recommend appropriate corrective actions and ensure timely implementation.
- Ensure EPC (Contractor) submits the incident preliminary report to Project Manager and appointed Owner Engineer then submits incident online reporting to DOSH (MYKKP), which one related to an incident within 24 hours or 7 days after the incident occurs, as per regulatory requirements.
- Served as the coordinator for incident investigation teams, including environmental cases. Ensure that all incidents involving TNB workers are reported within 24 hours using TSIS online system. Track the closure of accident reports and ensure the effectiveness of both corrective and preventive actions.
- Ensure the development, maintenance, and regular review of ERP document. Disseminate relevant information and conduct regular training / drills.
- Develop, implement, and monitor waste management plans including identifying waste generation sources and implementing waste reduction initiative.
- Foster a strong safety culture by promoting safe working behaviors through various channels, including Potential Incident (PI) Reporting, HSE weeks, and OSH promotion. Promptly report any unsafe acts or conditions through the HSE e-wallet (Potential Incident).
- Develop and implement a comprehensive stakeholder management strategy, ensuring ongoing review and evaluation to measure effectiveness and make necessary adjustments.
- Engage and maintain networking with key stakeholders to influence outcomes, build trust and long-term stakeholder relations.
- Maintain a systematic HSE file and database, ensuring a robust process for managing changes to documents submitted to local authorities and government agencies. Ensure proper storage and retrieval of all approvals, certifications, and permits as well as seamless handing over to the Owner / O&M team during project closure phase.
- Assist team to review the HSE component of the Quality Management System (QMS) prepared by the consultants / EPC and continuously evaluate its effectiveness in achieving project goals.
